Sidewalk is in disrepair and there's a tripping hazard

Water curb shutoff valve is protruding on front sidewalk which is causing a tripping hazard. Also sidewalk is damaged from previous times the valve was hammered in.

The sidewalk, which dates back to 1961, has significantly deteriorated. The rebar is now exposed, and the grade has shifted to the point where water pools during the winter, creating hazardous icy conditions.
