Standing water on CB infront of bolder community

Catch basin/storm drain appears to be frozen as water is standing still, not draining.

Water drainage on the main road is bad. There is a very big puddle of water. I suspect the catch basin is clogged causing the water to build up.

Water has pool beside the road affecting road crossing. Has been like this for past 2 days. My neighbor also reported the concern but no initiative has been taken yet. Please resolve this as soon as possible.
