Fence Concern in a Park-WAM at 6734 Mcknight Bv NE

Collapsed ground under wire fence in Falconridge Dog park bordering McKnight BLvd.
Describe the concern. The ground underneath the wire fence has collapsed leaving a hole big enough for a dog to get out. The orange fence has also collapsed because of the snow. Any help would be greatly appreciated. Thank you! OCT 24 2022. INFRASTRUCTURE. TL. Please FWD to ROADS. This is an ongoing issue that has not been resolved for years. This is a roads fence and the ground is failing due to the drainage system that is on the roads site FAL283.
