Fence Concern in a Park-WAM at 147 Falwood Wy NE

Gate open half a foot at the bottom from the city when planting trees
Describe the concern. The gate for vehicles to enter the park has been left ajar, a big enough space that dogs can get out. Dogs have been escaping out onto the street through it. It is open approximately 0.5 feet at the bottom. Can not be moved to push back, we tried.
