This is in reference to the intersection at 17th ave and richmond road SW. vehicles driving eastbound cannot turn right at a red light at this intersection. This does not make any sense as while the light is red for east / west bound traffic, the northbound traffic have a left hand turning signal. So there are "no walk" signs in both directions. I am very confused why a right turn (from 17th onto richmond road) on a red light is not allowed. Allowing this just makes sense.
