Fence Concern in a Park-WAM at 1518 8 Av NW

There is no fence around this off leash dog park ( HOU-001) that is bordered by the vet busy 14st to the east. We need a fence added on the east, north and west sides ( already fence on south side ) not only would a fence protect dogs from the very busy 14 St but a fence would also prevent yahoos from driving their cars into the park to do hill runs, chewing up the grass. What is a car going in an off leash park? A fence here would keep the cars out and the dogs in
