Major pooling of water, with limited access to bins

Specific details of the issue: There are major pools of water in my back lane directly behind my garage and my immediate neighbours. I cannot access my bins (garbage, recycling, and compost) without getting my feet wet. This was a minor inconvenience during the winter, but is now much more.
