Tree Maintenance - City Owned at 106 Elgin Meadows Wy SE

Sticky residue on all leaves. Falling on cars heavily covering them. Several city trees exhibit same waxy material. Additionally some leaves have a cocoon-like shape with some kind of eggs. If the leaves shake it falls all over the ground. Even the sidewalks are sticky under it.
