Describe Issue: I have written about this before. People on SB 8th street trying to turn W on to 4th Ave are lined up for a block and can't make the turn because thru traffic on WB 4th Ave blocks the intersection. NOW cars are lining up double on SB 8th St and making illegal dual right turns onto WB 4th Ave. THE LIGHT SEQUENCE NEEDS TO BE LONGER FOR THOSE TURNING RIGHT ONTO WB 4TH AVE.
