Catch Basin / Storm Drain Concerns at 1432 11 Ave SW

The catch basin on the south side edge of the sidewalk is set way to high - the entire site to the west seems to drain here forcing "to work" dressed people to go out onto the traffic lanes to get through this closed section of 11th Ave on route to LRT.
