Construction signs obstructing pathway for bikes and pedestrians

Concern in detail (include landmark): The pathway guardrails are now finally installed. Open up the full pathway to bikes and pedestrians from 5th St to 4th, including in front of the bridge. As is, it is unsafe as bikers and walkers are going around on the road, directly into traffic.
