Alley is too high and is draining into my yard. Needs to be re graded down the hill to the west. I keep trying to dig a small swale, but the neighbors keep filling it in. Prior to waste pick-up day the city adds gravel mix for traction for the trucks. Problem gets progressively worse every year.
