Catch Basin / Storm Drain Concerns at 23 Deermoss Ba SE

There is an ice blockage in front of my driveway which doesn't allow water to drain. The paddle is quite big, we have to use neighbour's property to leave the house. We have a smaller car which I am afraid can be trapped, so I do jot drive it now.
