Catch Basin / Storm Drain Concerns at 5721 1 A St SW

On the SW corner of 55 Ave and 1A street, the storm drain does not drain. It actually never has drained before (I've reported it many times over the past few years). If it rains or if the snow melts, then it just pools on the road and up onto the sidewalk. Just where it was thin on the sidewalk I almost slipped and fell. So it needs to get unclogged or something please.
