The water on route to the storm drain freezes over and floods the sidewalk. The road way is significantly higher than the sidewalk and with the ice build up on the road, forces the water to drain on the sidewalk where it freezes. The water on the side walk is stuck and causes a "ice rink" because it has no where to drain to since the path to the drain is blocked by ice and I on a higher grade with the ice build up.
