The water on route to the storm drain freezes over and floods the sidewalk. The road way is higher than the sidewalk and with the ice build up on the road, forces the water to drain on the sidewalk where it freezes. The water on the side walk is stuck because it has no where to drain to since the path to the drain is blocked by ice and is on a higher grade with the ice build up. I think this is a grading issue of the side walk that is causing this or bad drainage planning
