Pedestrian signal doesn't happen when I push the crosswalk button and light is too short to cross intersection.

Specific details of problem: Pedestrian Crosswalk signal to cross Northland Drive doesn't turn on when I press crosswalk button on either west or east side of the south side of Northmount Drive.
