Traffic light sensors not working consistently

Describe Issue: The sensors don't accomplice up vehicles waiting at the lights. It's not a timing issues, they'll actually cycle stopping traffic on Country Hills Blvd, but then resume on CHB without ever turning green on 11th St. Not every time, but irregular enough to call this in.
