Catch Basin / Storm Drain Concerns at 24 Creekstone Cv SW

I have noticed trucks from private landscaping contractors coming everyday collecting the water from the storm water pond. I was wondering if this is authorized by the city. In last few weeks I have noticed four different private landscaping contractors collecting the water. I have a license plate for the truck you can see in the photo in case if you need it.
