Issue: Roadmarking (Add or Modify)

Details of request: If people are to par with their cars passenger side against the curb of the island, why is the sign saying go right to left? People leaving the the cup de sac can't turn around to get out, so drive the wrong way to get out. We have never had a problem until a by law officer issued a ticket. Please explain the reasoning behind this!
